Special Programs

Substance Abuse Foundation has developed many unique treatment services that help people with special needs to overcome addiction and other life challenges.  There are specialized treatment and housing programs for Low-Income and Homeless people, People with HIV/AIDS and Substance Abuse, People with a Justice History, U.S. Veterans, Women with Children and People who are Dual-Diagnosed.

The cost of enrolling in a Special Program is determined by each individual’s ability to pay, and according to a sliding scale. Homeless and low-income people, who meet eligibility requirements, may qualify for government-funded services with a small co-payment. Contact us to learn if your HMO or insurance company will cover the cost of services, or if you qualify for government-funded services.

Low-Income and Homeless

There are a variety of residential and outpatient treatment programs, as well as drug-free affordable housing and case management, for eligible low-income and homeless men and women, including pregnant and parenting women with young children, and those who are eligible for Public Assistance:

• Court-Referred Programs: SAF is certified by the County of Los Angeles, Department of Health Services, Alcohol and Drug Program Administration, to provide drug and alcohol education and/or counseling service for offenders who are referred by Long Beach Probation and the local Courts including Child Abuse Prevention (PC273.1), Domestic Violence Batterers Program (DVB), Deferred Entry of Judgment (PC1000), and Facts on Marijuana (FOM).

• Drug/Medi-Cal Outpatient Treatment Programs – This program is administered by the County of Los Angeles, Department of Health Services, and it is funded by the State of California.  Services are available to Medi-Cal eligible California residents who meet program requirements and can present proof of current Medi-Cal eligibility.

Substance Abuse Foundation offers two types of Drug/Medi-Cal treatment programs:

• Drug/Medi-Cal Outpatient Services, which vary in frequency and duration, depending on each individual’s assessed level of treatment need; and

• “Day Care Habilitative” Services, which are more intensive and structured, with treatment services at least three (3) hours per day and at least three (3) days per week.  (Nutritious snacks/meals are included).

Both programs include: assessment and treatment planning, group and individual counseling, recovery groups, crisis counseling, management and referrals, collateral counseling (for family and significant others), drug/alcohol education and counseling, relapse prevention, on-site childcare and many more supportive and rehabilitative recovery services.   

In addition, the Substance Abuse Foundation offers the following specialized Drug/Medi-Cal programs:

• Perinatal Services:  Outpatient and Day Care Habilitative Perinatal Services are provided for Medi-Cal eligible pregnant and postpartum women.  In addition to addiction recovery services, these programs include referral to pregnancy services, education to reduce the harmful effects of alcohol and drugs on the mother and fetus, parenting skills education and education on the stages of child development.  Childcare is provided on-site while women participate in program services.

• CalWORKS Residential and Outpatient Treatment Programs:  These “welfare to work” programs are administered by the County of Los Angeles, Department of Health Services and are funded by the State of California.  The treatment programs are available to eligible California Work Opportunities and Responsibilities to Kids ("CalWORKS") applicants and recipients residing in Los Angeles County, who have been assessed to have drug and/or alcohol-related problems.

The Substance Abuse Foundation provides two types of CalWORKS substance abuse treatment services:  CalWORKS Residential Treatment, and CalWORKS Outpatient Treatment.  These CalWORKS programs include a full continuum of care, from intensive and structured Residential Treatment to less intensive Outpatient Treatment.  Each participant is assessed to determine the appropriate level of care.  Treatment services include any or all of the following: comprehensive assessments, treatment planning, individual and group counseling and education, relapse prevention, case management and referrals, crisis counseling, aftercare planning, support groups and many other recovery services and educational/skills-building and rehabilitation services.  On-site childcare is included, as needed.

• CalWORKS Residential Treatment:  This treatment program is for eligible CalWORKS non-custodial parents.  The treatment program requires a commitment to at least 90 days of  treatment in a residential treatment setting, with a semi-private room, linens and towels, three meals daily and nutritious snacks.  Linens and towels provided, as well as personal hygiene supplies.  On-site childcare is provided, as needed, during treatment activities.

• CalWORKS Outpatient Treatment:  Outpatient services vary in intensity and duration, according to each individual’s needs and   treatment plan.  Group and individual drug/alcohol counseling and recovery services will be provided, as well as case management and referrals to ancillary services. On-site childcare is provided, as needed, during treatment activities.

• General Relief Outpatient Treatment:  This outpatient treatment program is available to homeless and indigent California residents who are eligible for General Relief.  Each individual’s outpatient treatment program varies in frequency and duration, depending on their assessed level of treatment needs.  Services include assessment and treatment planning,  group and individual counseling, drug and alcohol education and counseling, HIV/AIDS education, drug/alcohol relapse prevention, crisis counseling and many other supportive recovery and rehabilitation services.  Childcare is provided during treatment services.

• General Relief Board and Care:   Substance Abuse Foundation is certified as a General Relief and Food Stamps “Board and Care” vendor by the County of Los Angeles, Department of Public Social Services.  Board and Care services for eligible homeless and indigent men and women are provided in 24-hour residential housing.  This program does not include substance abuse treatment, which may be accessed by eligible individuals on an outpatient basis and funded through other government programs at the Substance Abuse Foundation.

• Drug/Alcohol Case Management for the Homeless:  The Substance Abuse Foundation is proud to be a member of the consortium of non-profit service providers at the Long Beach Multi-Service Center for the Homeless, where our case managers provide encouragement and support to homeless substance abusers; assess their treatment and housing needs’ and link them to needed treatment and recovery services in the community.

People with HIV/AIDS and Substance Abuse

The Substance Abuse Foundation has a long history of providing confidential drug/alcohol treatment, housing and supportive services to people with HIV/AIDS and substance abuse diagnoses.  Our program services are sensitive to the unique needs of people with HIV/AIDS, including the many minorities and women who access our services.

There is a full continuum of substance abuse treatment services for people with HIV/AIDS, including Residential Treatment, Day Treatment, Outpatient Treatment and Transitional Housing with Supportive Outpatient Services. 

All of our substance abuse treatment services include the following specialized HIV/AIDS activities: HIV/AIDS case management; HIV/AIDS Support Group, HIV/AIDS Education, HIV/AIDS Awareness Group; HIV/AIDS Medications Support Group; and transportation to specialized HIV/AIDS services and education programs in the community.

A professional, experienced HIV/AIDS Counselor provides confidential, individual support; and a full-time HIV/AIDS Case Manager assures that each participant is receiving needed medical care, HIV/AIDS medications and other needed services in the community.

Homeless and indigent men and women with HIV/AIDS may qualify for special government-funded substance abuse treatment and housing services at the Substance Abuse Foundation.   Contact us to learn if you qualify for the following government-funded services.  (Eligible program participants must present medical proof of HIV/AIDS diagnosis.)

• Ryan White Care ACT Residential HIV/Substance Abuse Rehabilitation – This substance abuse treatment program is administered by the County of Los Angeles, Office of AIDS Programs and Policy, which oversees Ryan White CARE Act funded programs in Los Angeles County.  It provides up to six months of intensive drug/alcohol residential rehabilitation for eligible homeless, indigent and low-income people with HIV/AIDS and substance abuse diagnoses.

• Ryan White Care ACT HIV Transitional Housing – This supportive housing program also is administered by the County of Los Angeles, Office of AIDS Programs and Policy, which oversees Ryan White CARE Act funded programs in Los Angeles County.  The program provides up to four months of transitional housing and supportive services for people with HIV/AIDS and substance abuse diagnoses.

• Housing Opportunities for Persons with AIDS (HOPWA) – This program is administered by the City of Los Angeles Housing Department.  It provides up to one year of supportive transitional housing for eligible homeless, indigent and low-income people with HIV/AIDS.

People with a Justice History

The Substance Abuse Foundation provides a full spectrum of residential and outpatient treatment, as well as supportive housing, for first-time drug offenders and those with a history of drug-related arrests and/or incarceration. The focus is on recovery from addiction, rehabilitation, and recidivism prevention. Program services are coordinated with State Parole, County Probation, Federal Probation, judges and courts.

Residential Treatment for justice populations is provided in a 24-hour supportive therapeutic community environment. Specialized counseling and case management services also help individuals recover from addiction, rebuild their lives, develop new skills for living and access needed education, vocational, legal and other services.

Outpatient Treatment for justice populations is provided in varying levels of intensity, according to each individual’s assessed treatment needs and in coordination with the referring Judge, Court, Parole or Probation.

Substance Abuse Foundation also assures that participants are transported to our treatment center directly from referring institutions, jails and courts, as needed.

Treatment and urine-testing services are provided in varying levels of intensity and duration, according to each individual’s assessed need and the recommendation of the Judge, Court or Probation. Treatment also includes aftercare services. All program services are provided in collaboration and in coordination with Probation and the Court.

Specialized treatment programs for justice population at the Substance Abuse Foundation include the following:

• “Forever Free” - This residential treatment program provides up to six months of community-based substance abuse treatment and supportive services to eligible low-income female offenders. It is designed to help women recover from addiction and to prevent recidivism. Participants are referred directly from the drug treatment program at the California Institution for Women (CIW) or by their parole agent. The program is administered by the County of Los Angeles, Department of Health Services, in coordination with the California Department of Corrections (CDC).

• Parolee Residential Services (PRP) – This is a 90-day, intensive, community-based residential treatment program that is designed to prevent recidivism and to help non-violent, low-income male and female parolees recover from addiction and rebuild their lives in the community. Eligible participants must be referred by their parole agent of record (at the Santa Fe Springs, Huntington Park or Long Beach/Harbor Parole Complexes) in Los Angeles County. The program is funded by the California Department of Corrections.

• Parolee Services Network (PSN) – This program serves non-violent, low-income male and female drug offenders who parole in Los Angeles County. A full continuum of care, from intensive residential treatment to outpatient treatment in varying levels of intensity is provided, as well as Sober Living Housing. The program is designed to prevent recidivism and to help parolees recover from addiction and rebuild their lives in the community. Eligible participants must be referred by their parole agent of record (at the Santa Fe Springs, Huntington Park or Long Beach/Harbor Parole Complexes) in Los Angeles County.

• Substance Abuse Services Coordinating Agency (SASCA) Community-Based Treatment Services – This program serves non-violent, low-income male and female drug offenders who parole from institutions statewide into the Los Angeles County region. Residential treatment to outpatient treatment is provided in varying levels of intensity. The program is designed to prevent recidivism and to help parolees recover from addiction and rebuild their lives in the community. Eligible participants are referred by the SASCA, which coordinates community-based treatment for the California Department of Corrections.

• Penal Code 1000 (PC1000) Drug Diversion – This program serves first-time, non-violent defendants in Los Angeles County. It provides 20 weeks of outpatient drug and alcohol education, group counseling and drug testing. Standard fees are charged for each session and for all urine tests. Program services are provided in coordination/cooperation with the Court and Los Angeles County Probation Officers.

• PC 1210 – Provides drug treatment services to persons in Los Angeles County convicted of a nonviolent drug possession offense, and as a condition of their probation, under a contract administered by the County of Los Angeles, Department of Health Services, Substance Abuse Prevention and Control.

U.S. Veterans

The Substance Abuse Foundation has a long history of helping U.S. Veterans to recover from substance abuse and stabilize in the community.   

• VA - Our 60-day Residential Treatment program for eligible veterans is funded by the Department of Veterans Affairs for homeless, indigent and very low-income veterans who have a drug/alcohol abuse problem, including those with co-occurring psychological difficulties. Participants are referred by the Veterans Village Recovery Center (VVRC) , which is located at “The Villages at Cabrillo” in Long Beach, California. Based upon ability to pay, eligible veterans may elect to enter our supportive Alcohol-and-Drug-Free Housing (Sober Living) program after completing the 60-day treatment program at Substance Abuse Foundation.

• VOH - Substance Abuse Foundation's new Veterans Overcoming Homelessness (VOH) Program is an innovative long-term transitional housing program that includes substance abuse treatment, recovery services, and a full continuum of vocational, educational, and other veterans supportive and skills-building services, as well as access to mental health & medical care for triple-diagnosed veterans. The program is designed to help multiply challenged homeless veterans access the myriad of services that they need to overcome substance abuse and other life challenges, so that they can stabilize in the community, improve their lives, access stable affordable housing, and become as self-sufficient as possible within the community. The VOH program was developed in recognition of the needs of the homeless Veteran population in the City of Long Beach and Orange County who are served by the Long Beach Veterans Administration Medical Center (VAMC).

Women with Children

The Substance Abuse Foundation understands the special challenges that pregnant and parenting women face in accessing treatment. Our holistic approach combines treatment with on-site childcare, parenting education, family support group, and children’s development/health education services. Our case managers help women access needed medical and social services for themselves and their children, both during and after treatment.

Women’s treatment services also include gender-specific activities, such as women’s support group, education to reduce the harmful effects of alcohol and drugs on pregnancy and specialized case management.

Treatment and housing programs for pregnant and parenting women include the following: Residential Treatment for women includes accommodations for children, infancy to age 4. On-site childcare is provided while women participate in treatment services.

Outpatient Treatment for women includes on-site childcare while women participate in treatment.

Transitional Housing for women and children with participation in supportive outpatient services and childcare. People who are Dual-Diagnosed

The Substance Abuse Foundation has a long history of providing specialized Residential Treatment, Outpatient Treatment, Transitional Housing and Supportive Services for people who have the co-existing challenges of addiction and mental health diagnoses. A specialized case manager helps coordinate each individual’s addiction treatment and mental health care -- and helps to link clients with experienced mental health professionals in the community. Substance Abuse Foundation also offers special support groups for people who are dual-diagnosed and who are taking psychiatric medications. In addition, a consulting psychiatrist is available on-call 24 hours to assist clients in times of crisis.
